- Revise organizational regulations based on municipal service needs to ensure the administrative structure meets the requirements of urban development.
- Improve personnel allocation efficiency, ensure a rational distribution of budgeted positions, and maintain an optimal workforce size.
- Optimize the core professional competencies of HR personnel by selecting and enrolling them in specialized courses on professional expertise and management skills, and organizing training on personnel regulations and policy implementation.
- Handle appointments, dismissals, and transfers, implement a merit-based hiring policy, and continue to employ individuals with disabilities and indigenous peoples as per regulations.
- Review the transfer of municipal civil servants, strengthen job training, and expand talent exchanges.
- Promote continuous learning opportunities domestically, meeting Executive Yuan’s requirements for major government policies, statutory training, democratic governance values, and gender awareness training as specified by the Taipei City Government.
- Arrange short-term overseas study tours and on-site visits for civil servants to gain insights from international experiences, innovate new ideas, explore emerging practices, and translate them into actionable policies and plans.
- Select and recognize exemplary civil servants, outstanding young employees, and exceptional workers, making full use of relevant personnel regulations and reward measures to provide timely recognition for excellent performance.
- Implement guidelines for handling sexual harassment cases in government agencies and schools, enhancing the professional competencies of personnel dealing with such cases, and proactively preventing and addressing sexual harassment.
- Require all government agencies and schools to actively prevent workplace bullying, enforce anti-bullying and grievance procedures, and create a fair and supportive work environment where employees can focus on their work with peace of mind.
- Adhere to legal salary guidelines, ensuring accurate compensation and benefits for employees in accordance with regulations, and ensure proper processing of payment distribution.
- Care for retired employees and surviving family members by ensuring the accurate and timely distribution of retirement, survivor, and severance benefits, while maintaining the correctness and completeness of related records.
- Provide high-quality, affordable, one-stop childcare services to foster a happy work environment, organize diverse recreational and family-oriented activities to relieve work stress, broaden social circles, and enhance family interactions.
- Incorporate emerging technologies into HR operations, simplifying workflows and aligning with carbon reduction goals.
- Optimize the functionality of core personnel business information systems, broaden their applications, and enhance efficiency in personnel management.
