2021 Major Events

Milestones for the Department of Personnel, in 2021
December 30	Completed the interfacing of the Taipei City Government Agency and School Recruitment and Job Application Website with the Directorate-General of Personnel Administration’s Open Data system.
December 30	The previous contract with LiJen Social Welfare Association for the “Taipei City Hall Employee’s Public Infant Daycare Center” expired on December 31, 2021. The new contractor, New Taipei City Infant and Toddler Care Association, officially took over the center’s management on January 1, 2022.
December 9	Convened the 1st meeting of the 2021 Major Reward/Penalty Review Team, which was hosted by Deputy Mayor Tsai Ping-Kun to review the performance rating of the city hall’s civil servants who were rewarded 2 merits at once.
December 9	Senior systems analyst Liao Yuan-Hsi from the Department of Information Technology was selected by the Executive Yuan as a 2021 model civil servant. The award and commendation ceremony was held by the Executive Yuan in room 201 of the NTUH International Convention Center.
December 3	Held the Personnel Heritage Forum at Conference Room 1103, inviting 10 retired employees with selected appointment employment from the department to share their personnel-related experiences with the audience.
December 2	Hosted the “Taipei City Hall 2021 English Speech Contest Final” and the award ceremony at the International Conference Hall of the Department of Civil Servant Development.
November 22	The 2021 Expanded Personnel Directors’ Meeting was held at the Taipei Zoo, inviting Deputy Minister Hwai Hsu from the Directorate-General of Personnel Administration, Executive Yuan to present outstanding personnel awards. A total of 76 personnel directors from the city hall’s first-level agencies and district offices attended the function.
November 20	November 20 To expand the social circle of the city hall’s single colleagues, allowing them to meet and interact with people, the 2nd activity of the city hall’s 2021 Single’s Club took place at the Yatai Ecological Park in Linkou, New Taipei City. The event was attended by 46 people.
November 17	To foster a family bond and affection among our colleagues, the “2021 Employee Family Recreation Activity” was held at the Taipei Zhongshan Hall, inviting Hyper Kids to perform “Aladdin and the Magic Lamp.” The event was attended by 305 employees and their families.
November 5	Organized the “2021 Year-end Performance Rating Seminar” at the 2F Family Theater of the Taipei City Hall. The function was hosted by Chief Secretary Su Ching-Yun, and the main speaker was Division Chief Peng Chun-Fa from the Department of General Quantification Screening of the Ministry of Civil Service. The event was attended by 171 persons.
November 4	Completed the “Appointment of Contractor for the Taipei City Hall Employee’s Public Infant Daycare Center” procurement price negotiation and contract awarding operation. The contract was awarded to New Taipei City Infant and Toddler Care Association.
November 3	Organized the “Taipei City Hall Civil Servant Health and Safety Protection Forum” at the Taipei Broadcasting Station. Civil Service Protection and Training Commission senior executive officer Chen Yung-Hsin was invited to deliver the keynote speech. The event was attended by a total of 58 employees from the city hall’s first-level agencies, district offices, and second-level agencies.
October 30	Organized the 1st activity of the city hall’s 2021 Single’s Club at Love Story About You and Me in Yangmingshan, Taipei City. The event was attended by 47 single persons from the public sector who were allowed to expand their social circle as well as meet and interact with people.
October 25	Convened the “Appointment of Contractor for the Taipei City Hall Employee’s Public Infant Daycare Center” procurement evaluation committee meeting.
September 28	Teams and individuals with great performance or major contributions between June and August 2021 were commended. During the Municipal Administrative Meeting, certificates and award money were presented to 7 outstanding teams, including the “Taipei City Epidemic Command Center Press Conference Project Team” and Contracted Assistant Executive Office Cheng, Hao-Wen from Taipei City Hospital.
September 28	The 2021 Law and Practice Seminar on Improving Personnel Operation was held at the Taipei Broadcasting Station. Senior Executive Officer Hsiao, Chuan-Men from Directorate-General of Personnel Administration of the Executive Yuan was the instructor and shared examples of cases. 22 participants attended the seminar.
September 24	Hosted by Deputy Commissioner Lin, Chin-Hui, the second meeting in 2021 for the Taipei City Government Employee Assistance Program was held as experts and scholars were invited for their advice.
September 13	The external auditing of the third-party Information Security Management System (ISMS) of the Department of Personnel was held and it successfully passed the examination.
September 11	It was announced at 20:00 that according to the latest weather forecast on Typhoon Chanthu provided by the Central Weather Bureau, the weather condition on September 12 had already reached the standard for office and school closure.
August 10	Teams and individuals that with performance or major contributions between March and May 2021 were commended. During the Municipal Administrative Meeting, certificates and award money were presented to 8 outstanding teams, including the “Taipei City Future Population Estimation Project Team” and Engineer Lo, Chih-Chi from the Taipei City Traffic Engineering Office.
August 5	The Taipei City Hall Employees’ Public Infant Daycare Center completed its assessment on August 5, 2021, in coordination with the Department of Social Affairs.
August 1	From August 1, 2021, the Taipei City Hall Employee Children’s Kindergarten was transformed from a semi-public kindergarten into a Taipei City Hall Employee Children Non-profit Kindergarten run by the Public Service Association of Taipei. On August 2, Deputy Commissioner Lin, Chin-Hui, Chairman Hsu, Hui-Ying of the Public Service Association of Taipei and Principal Yeh, Miao-Yen of the kindergarten attended the unveiling ceremony.
July 27	The Taipei City Hall Private Employee Children’s Kindergarten suspended classes from May 18 to July 26, 2021, due to COVID-19 pandemic prevention measures. Following the guidelines on the gradual easing of educational and nursery institutions, from July 27 to August 9, no more than 50% of the number of students approved for enrollment were accepted.
July 21	The Taipei City Hall Private Employees’ Public Infant Daycare Center suspended service from May 15 to July 20, 2021, due to COVID-19 pandemic prevention measures. Following the guidelines on reducing childcare capacity, starting from July 21, measures such as off-site childcare and reducing the total number of children that can be taken care of in the nursery to no more than 50% of the actual number on May 17 were taken. The number of children that can be taken care of in the nursery was returned to its original quantity on July 27 following the new guideline announced by the Taipei City Government upon the lowering of the pandemic alert level.
July 20/21/23	The 2021 “Employee Assistance Program – Personnel Employee Workshop (Second Term)” livestreamed video course was held with attendance from a total of 32 employees from agencies and schools in Taipei City.
July 13/14/16	The 2021 "Employee Assistance Program – Executive Workshop (Second Term)" livestreamed video course was held with attendance from a total of 33 executives from agencies and schools in Taipei City.
July 8	The remaining Retirement Commemoration Gold Rings were all given out by July 8, 2021. From then on, retirees can purchase their own retirement souvenir of up to NT$5,000.
Jun 18	Withdrawal of office equipment from offsite offices and changed the IP settings of desktops and notebooks before shutting down significantly reduce time for recovery.
Jun 16	Evaluation meeting on the real-time reward for TCG employees or groups with specific performance or significant contributions, hosted by Secretary-General Chen Chih-Ming, to review employees or groups with specific performance or significant contributions during Mar-May 2021.
Jun 9	Completion of the registration of Kindergarten and Public Nursery Home for TCG employees for AY 2021 during May 3-18 and the drawing lots at 14:00 on Jun 9.
May 27	Completed the “Work from Home Employee (IT) E-Manual” of the Department of Personnel and uploaded to the cloud file cabinet.
May 12 and 31	Evaluation and review meetings of the 2022 overseas business trips of TCG departments, hosted by Deputy Commissioner Lin Chin-Hui in the presence of the Department of Finance; Department of Budget, Accounting and Statistics; and Research, Development and Evaluation Commission
May 14	City-Government-Level Task Force System Review Seminar.
April 27	Commendation of TCG 2021 Outstanding Janitors at the TCG Municipal Administrative Meeting. The mayor presented medals to 30 janitors, such as Technician Liu Yi-Wen of the Department of Civil Affairs
April 22	Meeting on discussing the increase in the number of grade A candidates in the year-end public servant performance (achievement) evaluation within the 3% quota of the TCG, hosted by Deputy Commissioner Lin Chin-Hui.
April 22	Personnel evaluation meeting of the TCG 2021 “Training for Elementary Rank Personnel Promoted to Junior Rank Personnel” and “Training for Police Rank 1 Promoted to Police Officers Rank 4”.
April 19	Discussion meeting on delegating the Taipei Water Department to approve overseas business trips within the department, hosted by Deputy Commissioner Lin Chin-Hui
April 13-14	2021 “Personnel Business Workshop” given by the sub-division chief of the Department of Personnel with case studies and discussions for 287 participants.
April 12	The 8^th review meeting of the Litigation Aid for Civil Service for Performing Duties Team to review cases requiring litigation aid for civil service for performing duties, hosted by Deputy Secretary-General Chien Jer-Horng.
April 6	Pre-training courses for the 2021 “Training for Junior Rank Personnel Promoted to Senior Rank Personnel” of the TCG during Apr 6-28.
March 30	2021 seminar on the operation of suspension of offices and classes for natural disasters at the 2^nd floor, Family Theater, Taipei City Hall, with 92 participants.
March 30	Commendation of groups and individuals of TCG departments with specific performance or significant contributions during Dec 2020-Feb 2021. Certificates and rewards were presented to eight groups with outstanding performance, such as the “Taipei City Future Population Estimation Project Team” and Assistant Engineer Lo Chih-Chi of the Traffic Engineering Office, at the TCG Municipal Administrative Meeting.
March 26	2020 Personnel Supervisor Meeting at the Multifunctional Conference Room on the 4^th floor of the Katagalan Culture Center, hosted by the commissioner of the Department of Personnel in the presence of 51 participants, including the chief secretary, sections and offices, and tier-1 agencies of the Department of Personnel, and full-time (concurrent) personnel supervisors of district offices.
March 24	Personnel evaluation meeting of the TCG 2021 “Training for Junior Rank Personnel Promoted to Senior Rank Personnel” and “Training for Police Officers Rank 1 Promoted to Police Supervisors Rank 4”.
March 23	Commendation of 10 Outstanding Young Civil Servants for 2021, such as Leader Tsao Sheng-Yang of the Taipei City Hall Management Office, and 31 TCG Model Civil Servants for 2021, such as Leader Chen Wei-Chih of the Taipei City Hall Management Office, at the TCG Municipal Administrative Meeting
March 16	All 44 open datasets of the Department of Personnel were awarded the Gold Medal for Government Open Data Platforms.
March 16	Evaluation meeting on the real-time reward for TCG employees or groups with specific performance or significant contributions, hosted by Secretary-General Chen Chih-Ming, to review employees or groups with specific performance or significant contributions during Dec 2020-Feb 2021.
March 5	2021 Q1 “Digital Signage Integration Platform” Working Meeting of the Department of Personnel.
March 5	Parents seminar on Private Taipei City Hall Community Public Nursery Homes in the presence of Li Jen Social Welfare Association, all parents, and staff of the Department of Social Welfare to clarify disputes.
February 24	Evaluation team meeting of the 2021 TCG Model Civil Servants and Outstanding Young Civil Servants Evaluation, hosted by Secretary-General Chen Chih-Ming. A total of 31 model servants and 10 outstanding young civil servants were selected.
February 18	Pre-meeting of the TCG Asset Revitalization Task Force meeting at 10:00 for discussing the approval by the task force of the free provision of TCG real estate for established kindergartens for TCG employees on a non-profit basis.
February 17	The Mayor's Lunar New Year Greeting to TCG employees and citizens in the Taipei City Hall through the PA system at 09:30.
February 9	The Mayor’s Lunar New Year’s Eve Greeting to TCG employees and citizens in the Taipei City Hall through the PA system at 15:30.
February 2	Report of the response duty timetable of the city-government-level and tier-1 agencies for Spring Festival 2021 at the 2128^th TCG Municipal Administrative Meeting.
January 29	The 4^th coordination meeting of 2021 on the self-financed premium of group insurance for the staff and dependents of schools at all levels under the TCG, hosted by senior specialist Kuo Kuo-Kai in the presence of Chairman Hsu Hui-Ying of the Civil Servant Association, Sub-division Chief Huang Ya-Fang of the Department of Government Ethics, and Section Assistant Li Kuo-Pin of the Department of Legal Affairs. Cathay Life proposed a raise by 34%, but a reduction to 29% was discussed in the meeting, and the TCG suggested a reduction to 27% and requested Cathay Life to reply in the afternoon. Lastly, Cathay Life agreed to maintain the raise at 29% over the phone on that day.
January 20	2021 seminar on the fund allocation for employee leisure club activities and club affairs of the TCG, hosted by Chief Secretary Su Ching-Yun.
