Milestones for the Department of Personnel, in 2022
January 4Commended groups and individuals of TPCG departments and offices who displayed excellent performance or made important contributions from September - November 2021. At the municipal administration meeting, presented certificates of appreciation and cash prizes to 8 groups with outstanding performance, such as the Taipei City Hall Co-Working Space Construction Project team, and Designer Wei-Chung Chen of the Department of Information Technology.
January 17Held the 2022 government-level task forces review meeting, chaired by Deputy Mayor Ping-Kun Tsai, with joint review by Deputy Secretary-General Jer-Horng Chien, the Department of Finance, the Department of Legal Affairs, the Department of Budget, Accounting and Statistics, the Research, Development and Evaluation Commission, and the Department of Personnel.
January 21Held the Comprehensive Symposium on Internship in Public Affairs of semester 1, academic year 2021, for the TPCG and Department of Social and Public Affairs of University of Taipei.
January 22Completed the background for the English and Chinese sites of the Department of Personnel, and applied the new emblem to the department title in the upper left corner.
February 14il Servants, chaired by Secretary-General Chih-Ming Chen. A total of 31 model civil servants and 10 youth civil servants were selected.
March 4Held the review committee meeting of the 2022 Model Civil Servants and Outstanding Young CivHeld the 2022 Personnel Officer Consensus Camp at the Taipei Fine Arts Museum for 54 personnel officers of TPCG level 1 departments and district offices.
March 11Held the 2022 Outstanding Janitors Selection review meeting hosted by Deputy Secretary-General Yu-Hung Lin. A total of 30 outstanding janitors were selected.
March 14Held the 2022 Conference on Time Off for Work and School During Natural Disasters at the Family Theater and Course Instructions on 2F of Taipei City Hall, with a total of 171 participants.
March 15Held the review meeting on TPCG’s real-time rewards for employees and groups who displayed excellent performance or made important contributions, chaired by Secretary-General Chih-Ming Chen, to review employees and groups who displayed excellent performance or made important contributions from December 2021 - February 2022.
March 16Held the 2022 Family Day at the Family Theater on 2F of Taipei City Hall to promote interaction and affection between family members and employees and encourage different types of families to participate in family activities with their children. Puppet Beings Theatre presented Flower Forest for a total of 322 employees and their family.
March 22Held the Meeting on Simplifying the Procedure for Claiming of Children Education Allowance for TPCG Employees, with the presence of the Department of Finance, the Department of Education, the Department of Information Technology, the Department of Budget, Accounting and Statistics, and the Department of Personnel.
March 23Held the 2022 review meeting of TPCG staff who participated in the “Training for Staff Promoted From Junior Rank to Senior Rank” and “Training for Police Officers Promoted From Junior Rank to Senior Rank”.
March 25Completed the insurance renewal of the 4th insurance year of out-of-pocket group insurance for TPCG organization and school employees and their dependents.
March 29Commended groups and individuals of TPCG departments and offices who displayed excellent performance or made important contributions from December 2021 - February 2022. At the municipal administrative meeting, presented certificates of appreciation and cash prizes to 8 groups with outstanding performance, such as the Taipei City Digital Transformation Policy for Post-Pandemic Era Event Planning team, and Assistant Yu-Hui Chen of the Taipei City Traffic Adjudication Office.
March 29At the municipal administrative meeting, commended 10 Outstanding Young Civil Servants for 2022, such as Researcher Tzu-Hsiang Yi of the TPCG Secretariat.
April 1231 people, including Secretariat senior executive officer Mei-Chuan Lin, were named as 2022’s model civil servants at the municipal administrative meeting.
April 13Hosted a simulation exercise of a natural disaster press release by the Taipei City Government.
April 18In accordance with the instructions of the Municipal Epidemic Command Center meeting on April 15, 2022, the Taipei City Government set up 12 district-level care centers, and the Office coordinated the recruitment and deployment of supportive personnel at these district-level care centers.
April 20The Taipei City Government invited lecturers from the Ministry of Civil Service to conduct the 2022 Annual Civil Servant (Political Official) Retirement (Leave) Policy Orientation Seminar by means of video conference; there were a total of 252 participants.
April 21-22The Taipei City Government organized the 2022 “Personnel Affairs Seminar” that included instruction, practical seminars and sharing of cases by the Section Chief, with a total of 309 participants.
April 26The Taipei City Government held a review meeting for those who participated in the “Training for Civil Servants with Elementary Rank Seeking Promotion to Junior Rank” and “Training for Police Officers and Personnel Seeking Promotion” in 2022.
April 26Outstanding caretakers of the Taipei City Government were commended during the 2022 municipal administrative meeting; 30 people, including Taipei City Government Secretariat Technician Shu-Hui Liang, received medals from the Mayor.
May 4The meeting to “Resolve long-time unfilled vacancies in Civil Servant Manpower for the Public Works Bureau and its affiliated agencies, and Urban Development Bureau and its affiliated agencies” was held.
May 9From May 9 to June 8, the relevant pre-training courses for the training of 2022 Civil Servants with Junior Rank Seeking Promotion to Senior Rank were held by the Taipei City Government.
May 11、25The Taipei City Government held the 2023 annual budget post project review meeting, chaired by Deputy Director of the Office, Hua-Shu Li, and invited the Finance Bureau, the Department of Budget, Accounting and Statistics, and the Research, Development and Evaluation Commission to jointly review the budget.
May 16The “Taipei City Hall Employees’ Public Infant Daycare Center” and “Taipei City Hall Employees’ Non-Profit Kindergarten (entrusted to The Public Service Association in Taipei)” opened enrollment for the 2022 academic year from May 16 to May 30, and the lottery was completed at 10:00 on May 31, 2022.
May 17At the 2,193rd municipal administrative meeting, experts and scholars were invited to give keynote speeches on the “Analysis of the Public Servants’ Administrative Neutrality Act,” and the heads of all first-level agencies (institutions), district offices, and important second-level agencies were invited to attend the meeting.
May 17、27The 2023 review meeting of various government agencies going abroad on official trips was held, chaired by the Deputy Director of the Office, Hua-Shu Li, and the Finance Bureau, the Department of Budget, Accounting and Statistics, and the Research, Development and Evaluation Commission were invited to jointly review the official trips.
May 24、26A series of online lectures on the COVID-19 epidemic, “wE are in this together, to get through the Epidemic” was held; a total of 47 people from various institutions from the Taipei City Government and schools took part in the lectures.
June 1The Taipei City Government held the 2023 budget post project plan review meeting, chaired by the Deputy Director of the Office, Hua-Shu Li, and invited the Finance Bureau, the Department of Budget, Accounting and Statistics, and the Research, Development and Evaluation Commission to jointly review the budget.
June 1-2、8-9The Taipei City Government held the “2022 Retirement Career Planning Seminar” live online courses; a total of 39 people in 2 separate groups participated.
June 2、10、17A series of online lectures on the COVID-19 epidemic, “wE are in this together, to get through the Epidemic” was held; a total of 96 people from various institutions from the Taipei City Government and schools took part in the lectures.
June 13The Taipei City Government held a review meeting for employees or groups with exemplary performance or who made major contributions from March to May 2022, chaired by Secretary-General Chih-Ming Chen.
June 23The Taipei City Government held a meeting to study and discuss the selection and filling of special purpose vehicle driver vacancies, and the subsidies for examination and training for various departments. The Construction Office, the Water Management Office, the Parks and Street Lights Office, the Sewerage Systems Office, the Traffic Engineering Office, the Department of Environmental Protection, the Feitsui Reservoir Administration, the Taipei City Police Department, and the Department of Budget, Accounting & Statistics were all in attendance.
June 24The Taipei City Government conducted the 2nd semester comprehensive discussion of the 2021 academic year for the public affairs internship program of the Department of Social and Public Affairs at the University of Taipei.
June 24The Taipei City Government conducted the 2022 Specialist-level Symposium.
June 28The “2022 Personnel Development Affairs Regulations and Practice Seminar” was held at the City’s Youth Development Office, where special committee member Hsiao of the Directorate-General of Personnel Administration of the Executive Yuan gave lectures and shared cases; there were a total of 48 participants.
June 28The Taipei City Government commended the groups and individuals with exemplary performance or who made significant contributions from March to May 2022 in each office of the Taipei City Government, and certificates and bonuses were issued to 7 outstanding groups, including the “Industrial Digital Transformation Policy White Paper 2.0 Compilation and Policy Advocacy Team”, and Wenshan District Office Officer Ching-Ting Wang, during the municipal administrative meeting.
July 5-6、8Organized the 2022 “Employee Assistance Program - Officers’ Workshop (second session)” in the form of online live courses, which were participated in by 35 officers of the various departments and schools of TPCG.
July 12-13、15Organized the 2022 “Employee Assistance Program - Non-officers’ Workshop (second session)” in the form of online live courses, which were participated in by 28 personnel staff of the various departments and schools of TPCG.
August 1-2Held two sessions of “New Personnel Staff Symposium”, with a total of 29 participants.
August 5Held TPCG’s 9th meeting of the Duty-related Litigation Assistance Case Review Committee, which was chaired by the Deputy Secretary-General Lin Yu-Hung, and at which the cases involving a civil servant were reviewed.
August 5Held the opening ceremony of the 2022 TPCG Family Day at the courtyard on the 1st floor of Taipei City Hall; participants included TPCG employees, their children, and their family members, totaling 479 people from 162 families. The event aimed to increase the interaction among employees, and among employees and their children.
August 5Organized the 2022 onsite (i.e., in Taichung) information security audit of SYSCOM COMPUTER, a third-party service provider contracted by the Department of Personnel.
August 8Held the Office’s 2022 expanded personnel officer briefing, which was participated in by 76 people consisting of the Office’s officers at the division chief level or a higher level, and the directors from schools and level 1 departments under the various offices.
August 11The Secretary General called the Department of Social Welfare, Fire Department, Construction Management Office, Public Affairs Management Center, and the Office to conduct a joint inspection on Taipei City Hall Employees’ Public Infant Daycare Center to determine whether to enroll more students and expand the outdoor space for it.
August 16Reported at the 2206th municipal administrative meeting on the “Regulations Governing Administrative Neutrality and Personnel Appointment and Transfer in Response to the 2022 Elections for Local Officials”.
August 27TPCG’s Xinqiaoyuan Club held the first session of a singles event in 2022 at MOJO 1921, a coffee and beer bar in Datong District, Taipei City, with participants totaling 40 people. Doing so not only enriched the social life of colleagues in the civil service or the teaching sector who remain single,but also opened up opportunities for them to know and interact with one another.
August 28TPCG’s Xinqiaoyuan Club held the second session of a singles event in 2022 at BakingFreedom, a DIY baking classroom in Da'an District, Taipei City, with participants totaling 40 people.
September 7Held the “2022 Annual Staff English Speech Finals” at the Department of Civil Servant Development, Taipei City Government, and presented awards.
September 13Held the “Meeting to Deliberate the Number of Civil Servant Positions that are Unfilled but Required for Carrying Out Election Administrative Affairs at the Polling Stations for TPCG’s 2022 Local Officials Election, and for the Referendum on the Amendment to the Constitution”.
September 14Held a TPCG review meeting aiming at rewarding employees or groups with concrete achievements or significant contribution. Chaired by Secretary-General Chen Chih-Ming, the meeting had a review to conclude the employees or groups who attained concrete achievements or made significant contributions between June and August 2022.
September 21Held the “Meeting to Deliberate the Revision of TPCG’s Principles for Hiring and Management of Interns”.
September 24-25TPCG’s Xinqiaoyuan Club held two additional sessions of a singles mixer in 2022 at La Maison des Chef in Da’an District, Taipei City, with participants totaling 38 people and 37 people, respectively. Doing so not only enriched the social lives of colleagues in the civil service or the teaching sector who remain single, but also opened up opportunities for them to know and interact with one another.
September 27Commended individuals or groups of TPCG’s various departments who attained concrete achievements or made significant contributions during June and August 2022; presented certificates of appreciation and cash prizes at the municipal administrative meeting to the eight outstanding groups, including the “City Aesthetics Project Team”, and to Chang Chao-Chia, a senior executive officer of the Taipei City Government’s Research, Development, and Evaluation Commission.

The Taipei City Youth Development & Family Education Center was established on October 1, 2022.
October 13
The plan for Taipei City Hall’s daycare center was submitted to the Mayor’s Office meeting for resolution on October 13, 2022, and the second reserve of 2022 for renovating the daycare center was approved.
October 20
The director of the Department paid a visit to TPCG’s Big Data Center together with senior staff and officers of the various sections.
October 24
The “2022 Year-End Appraisal (Performance) Seminar” was held on the second floor of Taipei City Hall, presided by Deputy Director Li Hua-shu of the Department. Secretary General Lu Chiu-hui of the Ministry of Civil Service was the keynote speaker at this seminar attended by 324 people.
November 1
Director Shen Te-lan of the Department of Personnel of the Tainan City Government and Director Huang Chieh-nan of the Department of Personnel of the Yunlin County Government were invited to share their work experience in the field of personnel services. Staff of the division chief level and above of the Department participated in the seminar.
November 2
Director Lin Miao-chen of the Department of Personnel of the Taoyuan City Government led staff to visit the Department to engage in exchange on the digitalization of personnel services. The visit was led by Director Chang Chien-chih of the Department. They also visited TPCG’s Big Data Center.
November 7
Deputy Director Li Hua-shu of the Department and staff from relevant sections visited the Department of Personnel of the Kaohsiung City Government to learn about personnel matters through observation and engage in exchange.
November 15
A meeting was held by the Taipei City Government to review immediate rewards for employees or groups with specific performances or significant contributions from September to October 2022. The meeting was chaired by the Secretary General Chen Chih-ming.
November 16
A consensus camp on key personnel work for 2023 for the Department and its personnel offices was held at Taipei Astronomical Museum, with 32 participants including officers of the Department’s sections and staff of the 9th rank of the Department’s first-level agencies.
November 17
In 2022, 2 singles mixers for TPCG’s new employees were held at Laymoon Café, with 35 and 33 participants, respectively. The aim was to enhance the social life of single people and increase opportunities to make friends across agencies.
December 13
To praise specific performances or significant contributions of groups and individuals of TPCG’s bureaus and departments from September to October 2022, 8 groups of the “City Hall Joint Service Center Establishment Team” with excellent performance and Director Chen Ting-hui of the Taipei City Market Administration Office were awarded with certificates and money.
December 20
The City Mayor presented memorial plaques for the retirement of 25 people, including Deputy Mayor Peng Chen-sheng and heads of first level agencies, and Deputy Mayor Chen represented the retiring people to present the City Mayor with a memento.
December 21
Principles and regulations for the transfer of officers of the Department’s personnel agencies at 8th rank and below were established and became effective immediately (December 21, 2022).
December 25
The oath of office and the handover of the city ceremony for the 8th mayor of Taipei City took place, with the Vice Premier Shen Jong-chin overseeing the proceedings. The inauguration for TPCG’s Deputy Mayor and heads of first level agencies was hosted by Taipei Mayor Chiang Wan-an.
