Milestones for the Department of Personnel, in 2018
December 25 Vice-Premier of executive Yuan, Shih Chun-chi, hosted the 7th Mayor Inaugural and Succession Ceremony. Taipei City’s newly elected deputy mayors and the newly appointed political executives of first-level units under Taipei City Government took their oaths of office hosted ceremony overseen by Taipei Mayor Ko Wen-je.
November 14 The Retired Personnel Nursing and Care Strengthening Program website of Taipei City Government was awarded Conformance Level A Web Accessibility Certification 2.0.
November 5 The beta version of the iPSN Personnel Forms went live for the participating units: the Public Works Department, the Department of Land Administration, the Research, Development and Evaluation Commission, and the DOP.
October 24 The outcomes of random inspections of organizational structures and work in progress at departments and commissions under the Taipei City Government were published online. This year, 39 departments and commissions were inspected, with a pass rate of 99.61%, exceeding the KPI target (of 98% or more).
September 28 Convened the review meeting for uploading of “employee questions e-pass” website information.
September 28 The expansion project for the private municipal building personnel daycare attached to this Government was completed on September 28. New students started attending on October 1.
September 26 Organized the “symposium for examination of new personnel” for personnel organizations under this department. The director, deputy director, and attending colleagues conducted opinion exchange and experience sharing. A total of 47 people participated.
September 19 – 20 Organized the 2018 “school group” personnel regulation test. The online method was used to test personnel services. Overall, 347 personnel staff were tested.
September 17 – 18 Organized the 2018 “organization group” personnel regulation test. An online method was used to test personnel services. Overall, 461 personnel staff were tested.
September 13 Convened the third meeting of this Government’s public litigation assistance case review team for 2018. The meeting was hosted by Deputy Secretary General Chen Chih-Ming to review the involvement of public personnel in litigation assistance cases.
August 30 Held a seminar on the trial for this Government’s employees to combine their employee service certificate with the EasyCard and re-issuing of the cards. A total of 25 agencies participated and 2,188 cards were issued.
August 21 Convened the review meeting for this Government to send outstanding public servants overseas for training in 2019. Director Cheng Pen-Ching from this department hosted the meeting. The meeting passed a resolution to send 11 people overseas for study (including 7 people working on a master’s degree or course and 4 people for municipal government research).
August 18 - September 1 The 22 members of this Government’s 2018 elite leadership class traveled to New York City (USA) and Columbia University on August 18, 2018 for a two week short-term study course. The group returned on September 1, 2018.
August 13 This Government held the 2018 report on expanding the personnel direct at the Department of Civil Servant Development. Deputy Mayor Deng was invited to hand out awards and praise. Minister Jay Shih from the Directorate-General of Personnel Administration (Executive Yuan) was invited to speak. An estimated 262 personnel administrators from this Government’s agencies and schools attended.
August 6 Convened the second meeting of this Government’s public litigation assistance case review team for 2018. The meeting was hosted by Deputy Secretary General Chen Chih-Ming to review the involvement of the public personnel’s involvement in litigation assistance cases.
August 3 The 2018 employee family day activity was held in the courtyard on the first floor of this Government’s municipal building. Participants include the children, spouses, parents, and spousal parents of employees. A total of 205 families and 580 employee relatives participated. This event is for promoting parent-child interaction among employees.
August 2 Convened the review meeting for this Government’s instant rewarding of personnel or teams with specific performances or major contributions. The meeting was hosted by Secretary General Chang Che-Yang to review teams eligible to receive this Government’s outstanding lean management project certification.
July 31 The City Council Awards praised teams or individuals in different departments of this government that showed specific performances or major contributions from March to May 2018. Deputy Mayor Deng issued certificates and prizes to eight outstanding teams (including the Taipei City Innovation Experiment Education Exposition Work Team – the Inspire Lab) and Analyst Li Cheng-Hsien from the Department of Information Technology.
July 20 Convened the meeting with the Department of Personnel, New Taipei City Government and the Department of Personnel, Keelung City Government to discuss cancellation of work and class by the Taipei City, New Taipei City, and Keelung City governments.
July 18 Convened the pre-meeting for the city government’s seminar on the trial to combine the employee service certificate with the registered EasyCard and exchanging the cards. Confirmed with the Department of Information Technology of the EasyCard Corp. regarding follow-up card exchange (makeup) during the trial period and the division of labor involved.
July 11 The Shilin District Office organized the pre-reporting seminar for the 2018 Young Student Public Sector Summer Internship. A total of 314 people participated.
June 1, 25, 26 At the Department of Servant Development, the "Employee Assistance Program - Chief Workshop (Phase 2)" was held and invited 35 chiefs from various schools to attend.
June 20, 21, 25, 28 The training ceremony of the 2018 elite leadership class was held at the Department of Servant Development. Deputy Mayor Teng, Chia-ji, was invited to give a speech to the 21 attendants. The domestic courses lasted four days.
January 1 A system for reflecting the issues of personal rights was established on the employee entrance area of the website (isw.gov.taipei), and was officially launched from January 1, 2018.
January 11 The Taipei City Government project of upgrading civil servants’ humanities was confirmed to stop.
July 10 Based on the newest weather forecast on Typhoon Maria provided by the Central Weather Bureau at 10 pm, the city government announced that work and school will be open as usual on the 11th.

June 29 A comprehensive seminar for the Public Affairs Internship Program on the 2nd semester of 2017 academic year was co-operated between Taipei City Government and the Department of Social and Public Affairs, University of Taipei.
June 23, 30 In order to expand the social network of unmarried colleagues and to enhance interaction, and opportunities to become acquaint with each other, Xinqiao community arranged 2 sections of singles mixers. There were 176 participants in total.
June 22, 26, 27 At the Department of Servant Development, the "Employee Assistance Program – Personnel Officer Workshop (Phase 2)" was held and invited 34 officers from various schools to attend.
June 18, 19,20, 28, 29 Organized the basic classes and advanced classes of the 2018 Labor Standards Act and Personnel Rights workshop. There were 4 sections with a total of 87 participants.
May 9, 22 The 1st and 2nd review meetings for the 2019 business trips overseas were held and chaired by the Deputy Commissioner of the Department of Personnel, Lin Chin-hui; the Department of Finance, Department of Budget, Accounting and Statistics; and the Research, Development and Evaluation Commission were invited for joint review.
May 5, 19 The 2018 fresher exchange activities were carried out in two sections. The team spirit would be cultivated through group activities and this event provided opportunities for inter-departmental exchanges. There were 107 participants.
April 24-25 Organized the 2018 Personnel Business Seminar. The lecture was given by the sub-division chief of the Department of Personnel, with practical case sharing and discussions. A total of 297 people participated.
April 24 The medals were given by the Mayor to the 2018 excellent maintenance workers at the Municipal Administrative Meeting. There were 30 workers in total, including Hsieh Jen-tung, the driver from the Department of Civil Affairs.
April 10 Presented awards at the Municipal Administrative Meeting to the individuals or groups with specific performances or significant contributions during the period of Dec 2017 to Feb 2018. The Mayor issued certificates of merit and prizes to a total of 8 outstanding groups as well as the project group of “digitalization on identity registration, putting the finishing touches” and Wang Shi-zhang, the Chief and Engineer of the Department of Rapid Transit Systems, central region office.
April 3 Praised the 2018 model civil service at the Municipal Administrative Meeting. A total of 30 persons received the award from the Mayor, including Chang Shih-chang, the Division Chief of the Department of Civil Affairs.
March 22 Organized a 2018 candidate review meeting for the promotion from junior rank to senior rank.
March 21 The review meeting of immediate awards was held and chaired by Secretary-general Chang Jer-yang in order to praise the individuals or groups with specific performances or significant contributions during the period of Dec 2017 to Feb 2018.
March 20 The 2018 excellent maintenance worker group selection review meeting was held and hosted by Deputy Secretary-general, Lin Wan-fa. A total of 30 exceptional workers were selected.
March 20 Praised the 2018 outstanding youth civil service at the Municipal Administrative Meeting. A total of 10 civil services were awarded, including the technician from Secretariat, Lu Ching-ming.
March 16 Organized an SOP briefing on actions (call-off work and school) towards natural disaster in the Family Theater on the 2nd floor of the Taipei City Hall. There were 308 participants in total.
March 14 The National Development Council arrived at Taipei City Government and conducted a visit forum for foreign language substitute civilian servicemen.
March 14 The 2018 personnel chief's report meeting was hosted by the Commisioner and was held in the N202 conference room on the 2nd floor of the Administration Building. A total of 47 personnel, including all chiefs from the divisions, offices and the district offices, attended the meeting.
March 2 The 2018 review group meeting for the model civil service and the outstanding youth civil service was held and chaired by Secretary-general Chang Jer-yang. A total of 30 model civil services and 10 outstanding young civil services were proposed.
February 27 The 1st review group meeting in 2018 for Litigation for Civil Service for Performing Duties was chaired by Deputy Secretary-general, Lin Wan-fa, for the purpose of reviewing those assistance cases.
February 21 The Mayor broadcasted the new year greetings to colleagues and citizens arriving at the Taipei City Hall at 9:00am.
February 14 The Mayor broadcasted at 3:30pm to bid farewell to the outgoing year to colleagues and citizens arriving at the Taipei City Hall.
February 14 A press conference was chaired by Deputy Mayor Teng, Chia-ji for the care towards civil servants involved in lawsuits due to performing public duties. The Wanhua Precinct, Taipei City Police Department and the relevant personnel from the Construction Management Office were all invited to share some case studies.
February 13 Reported at the 1976th Municipal Administrative Meeting on the employee shift schedule of the government and all the divisions during the period of 2018 Chinese New Year.
February 13 At the Liu Ming-chuan Hall on the 12th floor of the Taipei City Hall, the Oath-taking ceremony was held for the Commissioner of the Department of Transportation, Chen Shyue-tair; the Commissioner of the Department of Information and Tourism, Chen Su-yu; and the Commissioner of the Department of Sports, Li Tzai-Li.
January 23 Co-organized the 2018 Civil Service Protection and Training Commission in the Family Theater of the Administration Building. This was the1st section in Taipei, with a total of 375 participants.
January 19 The new official website with Chinese and English versions was made available (by using the new version of the integrated platform).
January 19 A comprehensive seminar for the Public Affairs Internship Program in the 1st semester of 2017 academic year was co-operated between Taipei City Government and the Department of Social and Public Affairs, University of Taipei.
January 17 The meeting for the 2019 disciplines of the business trips overseas was held and chaired by the Senior Specialist of this Department, Yao Pei-fen. The Department of Finance, Department of Budget, Accounting and Statistics and the Research, Development and Evaluation Commission were invited for discussion.
January 16 In order to praise the groups and individuals with specific performances or significant contributions during Sep ~ Nov 2017, Mayor Ko, at the Municipal Administrative Meeting, presented five outstanding groups, such as the “Taipei City Government Care Coordination Group and Cross-departmental Working Group” and the section assistant of the Department of Social Welfare, Wu Ping-han, with awards and bonuses.
January 15 The 2018 level and task force review meeting was held and chaired by Deputy Mayor Teng; Chia-ji. Secretary-general
Chang Jer-yang; Deputy Secretary-general Lin Wan-fa, the Department of Finance; Department of Legal Affairs; Department of Budget, Accounting and Statistics; and the Research, Development and Evaluation Commission were all invited to the review.
