Milestones for the Department of Personnel, in 2019
December 30 Participated in the second symposium of the 2019 Caring Retired Public Servants Forum.
December 27 Held the third open lucky draw for the recruitment by Taipei City Government Kindergarten for the first semester of the 2019 Academic Year. The result was drawn out by the parents’ representatives under the supervision of the representatives of the City Government’s Department of Education, Department of Legal Affairs, and Department of Government Ethics.
December 17 Held the meeting of Year 2020 to review and approve the holiday cash packages for retired public servants and educational personnel who have chosen the lump sum pension payment in the earlier years and experienced life hardship.
December 17 Held the review meeting for timely awards given to employees or organizations demonstrating substantive performance or making significant contributions. The meeting was presided over by the Secretary-General Hsueh Chun-ming to review the substantive performance or significant contribution by the organizations and employees between September and November 2019.
November 19 Gave recognition to organizations and individuals of the departments and offices of the City Government that have demonstrated substantive performance and made significant contributions between June and August 2019. There were 8 organizations with excellent performance, including the a junior engineer of the Taipei City Construction Management Office Chang Chih-hao receiving the award certificates and cash gift in the City Government Conference.
November 19 The members of the 2019 Elite Leadership Program reported on the overseas advance studying experience at Tel Aviv University, Israel in the 2066th City Government Conference.
November 5 Amended the Policy of Involvement in Election Campaigns by the Taipei City Mayor and Administrative Staff.
November 4 Deputy Mayor Huang Shan-shan held the meeting to discuss whether the night snack allowance offered by the City Government shall be included for the purpose of calculating average wage. Representatives of the Public Works Department, Hydraulic Engineering Office, Parks and Street Lights Office, Sewerage Systems Office, Department of Labor, Department of Legal Affairs, Taipei Water Department, and Taipei Rapid Transit Corporation and our Department were invited to join the discussion as well.
October 18 To determine whether the night snack allowance offered by the City Government shall be included for the purpose of calculating average wage, the issue was proposed to the Mayor’s Office for discussion. Representatives of the Public Works Department, Hydraulic Engineering Office, Parks and Street Lights Office, Sewerage Systems Office, Department of Labor, Department of Environmental Protection, Department of Budget, Accounting, and Statistics, Taipei Water Department, and Taipei Rapid Transit Corporation were invited to join the discussion as well.
October 16 and 17 Held the 2019 “School” personnel regulation exam. The exam was conducted online on the personnel service website. There were 347 people of the personnel staff who completed the exam.
October 14 and 15 Held the 2019 “Authority” personnel regulation exam. The exam was conducted online on the personnel service website. There were 469 people of the personnel staff who completed the exam.
September 30 At 9pm, the City government announced that businesses and schools will resume as usual on October 1 per the latest weather forecast data provided by the Central Weather Bureau in regard to Typhoon Mitag.
September 29 At 10pm, the City government announced that businesses and schools will be closed on September 30 per the latest weather forecast data provided by the Central Weather Bureau in regard to Typhoon Mitag.
September 24 Conducted the Selection and Recommendation Meeting for the City Government Reserve Deputy Secretary-General.
September 22 Conducted the 2019 City government’s “Friendship Club” matchmaking event with a total of 40 participants, which were meant to expand social networks of single civil servants and promote their interactions and opportunities to meet new friends. A total of 4 couples were successfully matched.
August 29~September 13 Deputy Secretary-General Chen Chih-ming served as the team lead, taking 20 students and 1 administrative staff member from the City government’s 2019 Elite Leadership Program for a 2-week overseas short-term training course at Tel Aviv University in Israel.
August 30 Conducted a meeting with the Personnel Department of New Taipei City Government and the Department of Personnel of Keelung City Government to discuss matters related to public announcements of business and school closures made by Taipei City, New Taipei City, and Keelung City Governments.
August 21 Conducted the 2019 Expanded Human Resources Supervisors Conference at the Department of Civil Servant Development of the City government, and Minister Jay N. Shih of the Directorate-General of Personnel Administration, Executive Yuan, was invited to present awards and give a speech. A total of 256 human resources supervisors from all the City government’s agencies and offices as well as subsidiary schools participated at the Conference.
August 2 Conducted 2019 Employee Family Day activities at Taipei City Hall 1st floor lobby. Participants included employees’ children, spouses, parents, and parents of spouses, for a total of 263 families and 773 employees and their family members. The event was meant to create a closer family bond for the employees.
July 30 Recognized teams or employees at the City government with concrete performance or major contribution between March and May 2019. Award certificates and prize money were also presented at the city government conference and 8 other teams with outstanding performance, as well as Assistant Engineer Shen Ming-hong at the Taipei City Traffic Engineering Office.
July 29~August 9 Assisted Research, Development and Evaluation Commission to conduct surveys on the 2019 Taipei City Government’s Employee Satisfaction Questionnaire and Lucky Draw Event Questionnaire.
July 11, 12, 16 and 19 Conducted the Opening Ceremony for Taipei City Government’s 2019 Elite Leadership Program at the Department of Civil Servant Development; a total of 20 students participated in the 4-day training course in Taiwan.
July 10 Conducted Orientation Training for 2019 College Students Public Sector Summer Internship at Taipei Municipal Chenggong High School; a total of 321 people participated in the training.
June 21 The combined seminar for Internship of Public Affairs, Department of Social and Public Affairs, University of Taipei has been held for the 2nd semester of 2018.
June 20 The graduation ceremony of the Taipei City Government Kindergarten.
June 13 The second Review Meeting of the Year 2020 Regarding Plans for Government Employees Traveling Outside the Country for Working Purposes has been held. The meeting has been reviewed with the Department of Finance, Department of Budget, Accounting and Statistics, and the Research, Development and Evaluation Commission.
May 18,25 Two new government employee welcome events have been held for the year 2019. Through group activities, the events intend to develop team spirit and offer opportunities for communication between government employees. 87 participants have joined the event.
May 14 Regarding whether the overtime wage of the Department of Environmental Protection should be included in the calculation of the average wage, it was suggested that the Mayor’s Office should hold a discussion meeting with the Department of Labor, Department of Legal Affairs, Department of Budget, Accounting and Statistics, Department of Finance, and Department of Environmental Protection.
April 30 In order to present the government’s recognition to personnel or group who greatly contributed or produced remarkable results for the period between December 2018 and February 2019, the Mayor presented prizes and certificates to 8 groups with remarkable results including “Taipei-Shanghai Twin-City Forum Team” and Director He Chi-hua of the Parks and Street Lights Office of Public Workers Department at the City Government Conference.
April 23 Outstanding maintenance workers were awarded at the City Government Conference for 2019. The medal award was granted by the Mayor to 30 workers, including technical worker Weng Tsai-hsia of the Mortuary Services Office.
April 22 Review conference for “Training for Promotion from Elementary Rank to Junior Rank” and “Training for Police Officer Promotion from Junior Rank to Senior Rank” for 2019 has been called.
April 16 31 government personnel received the perfect model for civil servant award for 2019 granted by the Taipei City Mayor, including Division Chief Tseng Shu-yao of Department of Civil Affairs at the City Government Conference.
April 1 The government called a review conference to immediately award the personnel or group who greatly contributed or produced a remarkable result to the government’s work. The conference was hosted by Deputy Secretary-general Li Te-chuan. The review has been conducted between December 2018 and February 2019.
April 1 Discount ticket scheme for government retired personnel, such as independently operated venues (e.g. C.K.S Shilin Residence Park and other 24 venues), has been offered to start from April 1, 2019, to March 31, 2020, for a one-year trial period.
March 26 Conducted amended Swearing-in Ceremony for Deputy Mayor Tsai Ping-kun and Commissioner Lin Chih-feng of Public Works Department of Taipei City Government.
March 26 Recognized Taipei City Government’s 2019 Outstanding Young Civil Servants, which included Officer Lin I-zhen at Department of Civil Affairs and 9 other personnel, at the City Government Conference. 
March 22 Conducted Taipei City Government’s 5th Meeting on Investigation Teams for Legal Assistance to Civil Service Involved in Lawsuits due to Performing Public Duties to investigate cases related to offering legal assistance to civil servants involved in lawsuits due to performing public duties. The meeting was hosted and completed by Deputy Secretary-general Chen Chih-ming.
March 15 After open screening and selection, Cathay Life Insurance was selected to undertake Taipei City Government personnel’s voluntary group insurance (2019-2023). Cathay Life Insurance has completed signing a contract with The Public Service Association in Taipei. 
February 20 and 22 Conducted 2 sessions (3 hours each; a total of 89 participants) of educational training for personnel forms online affidavits at the Department of Civil Servant Development.
March 5 Conducted amended Swearing-in Ceremony for Chairperson Bakan Pawan of Indigenous Peoples Commission at Taipei City Government.
February 11 The Mayor gave a Chinese New Year greeting to all staff and visitors at the Taipei City Hall at 9am via broadcast.
February 1 The Mayor gave a Chinese New Year’s Eve greeting to all staff and visitors at the Taipei City Hall at 3:30pm via broadcast.
January 29 Reported on responsive shifts schedule for government level and all executive level offices during the 2019 Chinese New Year Holiday at the 2025th Municipal Administrative Meeting.
January 15 Recognized groups and individuals at all departments at Taipei City Government with specific outstanding performance or significant contributions between September and November 2018. The Mayor also awarded a total of 8 groups of excellent performance  and Lieutenant Captain Yang Fu-hung of the Taipei City Police Department’s Criminal Investigation Division with an award certificate and prize money.
January 15 Conducted amended Swearing-in Ceremony for Commissioner Chen Chia-chen of the Department of Finance and Commissioner Lu Hsin-ke of the Department of Information Technology at Taipei City Government.
January 11 Conducted the 2018 First Semester General Discussion Forum for the Public Affairs internship curriculum as a partnership between Taipei City Government and the Department of Social and Public Affairs at University of Taipei.
