Administrative Focus
- In response to municipal operational needs, amend organizational regulations to align organizational design with municipal development requirements.
- Assist in enhancing the efficiency of personnel utilization in various agencies and reasonably allocate budgeted positions.
- Enhance personnel’s core professional capabilities by enrolling them in professional and managerial core competency courses, and by developing and implementing professional regulations and policy-related training programs.
- Handle appointments, dismissals, and transfers, implement a merit-based hiring policy, and continue to employ individuals with disabilities and indigenous peoples as per regulations.
- Review the transfer of municipal civil servants, strengthen job training, and expand talent exchanges.
- Promote continuous learning opportunities domestically, meeting Executive Yuan’s requirements for major government policies, statutory training, democratic governance values, and gender awareness training as specified by the Taipei City Government.
- Arrange short-term overseas study tours and on-site visits for civil servants to gain insights from international experiences, innovate new ideas, explore emerging practices, and translate them into actionable policies and plans.
- Ensure comprehensive employee benefits and issuance operations across various agencies and schools, safeguarding employees’ rights and interests in compliance with regulations.
- Implement robust retirement care initiatives, guaranteeing timely issuance of retirement benefits, and overseeing agencies and schools to uphold accuracy and completeness in retirement, relief, and survivor lump sum (annual) payment records.
- Enhance leisure activities for teams and arrange gatherings for singles, leisure activities for employees and their families, and family day opening events. These initiatives aim to balance employees’ physical and mental well-being, broaden their life experiences, foster emotional connections between parents and children, offer high-quality childcare services, and cultivate a friendly workplace. In response to the new Gender Equality in Employment Act, enhance measures to prevent sexual harassment and maintain a safe work environment.
- Continuously promote the digitization of personnel management documents and other operations, implement streamlined work processes, and pursue goals for reducing carbon emissions.
- Optimize the functionality of core personnel business information systems, broaden their applications, and enhance efficiency in personnel management.
